I think that Cheney is seriously upset that his legacy after exiting the White House is so tarnished, and that after 8 years in power, he and his political allies were unable to successfully change the political landscape as they had wished to do. In this time of reorganization in the GOP, it is only natural for some to blame their previous allies for the major political upset that saw for the first time since Johnson a liberal enter the White House.
